Whitehall riddled with financial mismanagement, says watchdog

The National Audit Office (NAO) warns there is a "wealth of evidence" of sub-standard financial management that means the chancellor's plans to find efficiency savings of up to 40% in central government will not be achieved without urgent action to improve the capacity of the civil service.

My comment: Whitehall has been riddled with waste for years so where have the watchdogs been until now?  I thought watchdogs were supposed to stop wrongdoings not just tell us something started to go wrong years ago and we are now reaping the benefit of their abject failure to do anything about it. Float like a watchdog sting like a puddy cat.
